Bottom line: Assuming the game works in Proton with minimal performance overhead, we should be able to get close to 60 FPS at original (PS4) quality settings at 720p. EDIT: Enough people have posted reasonable concerns that I can admit maybe 720p60 is being too optimistic.
Because the console game is optimized for the console. The PC game has a lot of different PCs to run on. Each with different specs. Lots of different in games settings can also play a role. I can't play anything below 90 fps without being bothered by it. I haven't touched my PS4 in years since I got used to the higher framerates of PC.

Launch God of War and see if the in-game FPS increases. If not, move on to the next fix, below. Disable overlays. Overlays may interfere with God of War, and sometimes they may even introduce performance issues and compatibility issues. Try disabling the in-game overlay before playing the game. There’re many apps that provide overlay features.
A native God of War PS5 version likely isn't in the cards for now, but Sony Santa Monica did the next best thing by patching the game to include 4K and 60 frames per second support.
