Try to get your hands on a manual that describes the engine controls and how they interact. It certainly reads like a vacuum or N75 valve problem. Either could be a problem for your turbo actuator which relies on vacuum to move. You might want to get your car up on ramps to make sure the actuator rod moves freely.
